My rule for people who are always late is that eventually, they find their own transportaion, get left behind or stopped getting invited. It's rude to always be late.

Girl! If you find out the answer please let me know. I feel I have spent the better part of my life waiting for other people. I think 20 minutes is long enough (even though I have waited up to an hour for a perpetually late friend). I would call their cell and politely say that clearly they have too much on their plate and you would be glad to reschedule sometime when its better for them. They will get the hint - and hopefully buy you a drink next time to compensate for their utter rudeness.

There was an Indian Governor of a state-He was a Sikh(Religion) gentleman. He waited for the State Health Mminister(who was notorious for late attendance) for 10 minutes,in a State function. Then he left the arena and went back to his(Governer's) residence. The Minister was late by 90 minutes!! for the function and was shocked to know that the Governor did not wait.

Yes, I agree that it is truly rude to show up late for a prearranged meeting. What I do with people who are chronically late is tell them a time 30 minutes before the actual time. For example, if I want my friend to be somewhere at 3, I will tell her 2:30. She will typically show up between 2:35 and 2:45, so she's on time. =)
She hates it, but I tell her, "When you get more careful about timeliness, I'll start telling you the real time to show up."

Depending what the situation is, I'd tell the person in advance why we'd have to leave in x amount of time.
There really isn't any "cure" for tardiness but you can give these tips to your friend...
Decide how much time you need to prepare for your outing. How much time do you need to fix your hair, get dressed, eat, etc.?
Set your alarm clock at least 90 minutes before you go to work or school. Need more time?? Add an hour. :)

Being a guy, we have a certain set of rules. You wait 5 minutes for a buddy, 10 minutes for a friend. After that, he's on his own.

Let them know they are late and it is inexcusable. If I am holding a meeting and someone is always late, I start the meeting, and refuse to "catch up" the person when they finally arrive with their coffee or pastry and saunter in.

Tell them to come by a half hour earlier than is really necessary. That way maybe they will be there when you actually need them to be there. Works for me.
