Usually croup is caused by a virus, but some children can experience a croup like cough from allergies. Here's a good site with some information about croup:

Croup is common in young children, caused by a viral infection, not an allergy. It makes the vocal cords swollen. (hence the noise like a seal barking) There is no treatment as such, but steam inhalation may help. Is sounds worse than it is, and generally goes after a week or so

Yes those type of foods would be VERY bad for a dog with Diabetes. I don't know if that would be the cause of diabetes in a dog but the obesity definately is the main cause. Your friends dog should be on a special reducing diet for diabetic canines...or euthanasia will be evident at a young age.

Yes on both. Though usually you need something else to set it of first. Head under water while bathing is a big one.
