Frame geometry. On a woman's bike, the top tube is generally a little shorter to accomodate a torso that is smaller in relation to total height. Also, on high end cycles, you may see a difference in saddle design - women's saddles are designed with regard to the difference in pelvic and genital anatomy. The cranksets (the pedal arms) are generally also shorter by 5-10mm. Handlebars are generally a little narrower, to accomodate a smaller frame, and stems a little shorter, again to accomodate the shorter torso (or reach).

There are a lot of differences. And the slopped top tube was created because women wears skirts, not any other reason.
But, there are women specific bikes. Geometry is different, handlebar width might vary, crank arm length, saddle and some stuff. Also, light weight in the bike should be more important to a woman than a man.
But some women bicycles could fit better some men, and some women fit better on men's bikes.

If you mean a serious road racing bike, yes. The frame is designed for someone with shorter reach, smaller torso. Those "step through" bikes are not for a serious rider ! Men's and women's bike both have a high top tube. Many women just ride a man's bike. It depends on the size of the person riding it...

The top frame bar on a man's bike was obviously positioned higher by a woman so that when a man's feet imanately missed the pedals it would split the man's gonads, causing a hilarious crash, amusing the woman. No other reason i can think of.

Yes, the cross bars. You can't ride anybody on the cross bars of a girls bike!
