I have a question for the ladies does it feel better with or without the condom. I enjoy it much better without but my wife can not take birth control so I really am stuck until I get my snip snip done in a couple months :)

we have tried the pill, the shot, and various others her period becomes way outta cycle and she doesn't stop bleeding

Most of my girlfriends and I prefer to have sex without a condom. It is nice to be able to actually feel when our men are cumming inside of us. With a condom, they could even fake it and we wouldn't really be able to tell. At least one of my friends has said that the only time she ever has an orgasm is when her boyfriend is cumming simply because she likes how it feels. Why is it that your wife cannot take birth control? Do you mean simply that she can't take the pill? There are many, many alternatives to the pill. She could try a diaphram for instance. She could get an IUD (they're practically painless and inert so no worries about chemicals or hormones) but they are used for long term birth control (up to five years, I think) so probably not the best idea since you're planning on getting snipped in a few months.
