It says it doesn't have a DVD Decoder. What is this and where do I get one?

Let me guess: you tried playing DVD with Windows Media Player?

Microsoft didn't bother to license MPEG2 codec, so it can't play DVDs. It's an extra cost option you can buy at WIndowsMedia.com. It MAY also come with Plus! pack, but I'm not sure about that.

However, there are free solutions. Didn't your DVD drive come with some software? There's probably a DVD player software in there.

Else, download Media Player Classic (no relations to the Windows version) or VideoLan Player (i.e. VLC) both of which has built-in DVD support, don't need a decoder.

A computer decoder is a DVD player built into your computer. They are available at most computer stores. Some computers, like mine, have one built into there disk drive. Others, like yours, are required to order one online or from a computer store.

If you burned the video to a disc, you probably didn't convert it to DVD format. Or your disc drive don't let you play some DVDs because it don't support the kind of disc you have.

the codecs to play dvds may be missing in the media player
try downloading k-lite
