No permanent effect if used in moderation. But while in the bloodstream, yes.

It depends on your definition of moderation.

I was a moderate drinker but things changed.

I had been a legal secretary for 24 years and thrived on one of the most stressful careers there is. I can't blame my drinking on the stress, however.

I had to have a hip replacement because the drinking had killed the blood vessels and circulation was cut off from my femur bone.

I was having trouble at work but I didn't know it. Yes, it does affect your cognitive abilities. I could no longer perform my duties and got fired. I am now on disability and have been told that there are deficits in my brain and I can never continue with my profession.

Moderation could be anything from one time per day, to one time per year.

At any rate, alcohol does have an effect on the mind and in the brain.
