Progressive Scan has nothing to do with weather a DVD skips or not. Progressive scan is the way the DVD video is outputted. On a normal output of NTSC The picture is interlaced meaning that the image is divided into two fields the first field outputs the odd scan lines on the tv and then the second field is the even scan lines on the tv. With Progressive scan it outputs all of the vide at once line 1,2,3 and so on but your tv must be Prograsive scan compatible. If you have a TV that supports progressive scan you will have a faster and sharper image. As far as the disc skipping you can try a Laser Lens Cleaner disc to try to clean the laser lense. Also you can spray the DVD with some windex and wipe it gently from the center of the disc using a soft cloth Never in a circular motion. If the DVD player still skips after using a DVD cleaning Disc you can remove the top cover and the drive cover and use a qtip with some rubbing alcohol to clean the lazer lens more thoroughly. I highly reccomend unplugging the unit from power before opening it to prevent electric shock or damage to the player..

The simple answer is yes, but it is the most expensive solution to what might be a simple problem.
If only an occasional DVD skips it is likely the DVDs themselves (likely due to scratches or dirt or a flaw in the DVD). You can try cleaning the disks.
Only if it is frequent is it likely the player itself (although some are more sensitive than others). In some cases the laser head has gathered some dirt that can cause skipping. A DVD cleaner may help. If it is a "sensitive" player a new one may be the solution.
Progressive scan refers to how the signal is interpreted and output (interlaced means every second scan line is read then the alternate lines and the picture assembled. progressive means every line is read in sequence) ... and is unlikely to impact on sensitivity to skipping.
The key word in your question is"good". Better players are more likely to resist skipping.
If you do decide to buy a new player consider not only progressive but an upsampling model that will give better results on an HD monitor / HDTV / projector. The OPPO OPDV971H has a good reputation (although only if you connect via DVI or HDMI ... not component).
I personally don't think it is time to buy yet, but if you can justify HD and are ready to make a choice between Blu-Ray or HD DVD consider purchasing one now rather than buying a normal DVD player. A good hedge is the Toshiba HDA2 ... its about $400 but not only plays HD DVDs, but is an excellent upconverting DVD player. Blu-Ray is much more expensive.

Your lens could just be dirty try a cleaning disk on the player and see if this helps out if not the disks themselves are scratched and getting a better player is not going to fix this.
