RSVP just means please respond.
If its in the state capital, I'd wear something semi-formal to formal. If there is a contact number I'd call to double check the dress code.

The venue&occassion dictates what you should wear.
The question about RSVP has nothing to with it. To put it bluntly the host needs to know how many mouths to cater to, e.g., just think if caviar is served, then they would want to know how many they would have to open, hence they need to know how many will actually come.
The french acronym makes it sound like high society, so then attire should not really be in doubt, since in the old days you just come in your most expensive looking clothes. But nowadays, RSVP is a polite and courteous way to know how many will come. Obviously, the host has other things to consider besides food, like seats, or if there are VIPs to perhaps acknowledge.
You can inquire to make sure what to wear at the same time you let them know your "réspondéz"

RSVP means they want to you to respond as to whether you are going or not. As far as dress goes if it doesn't say it on the invitation either go with gut instinct or call the place and ask what the appropriate dress would be.

RSVP stands for repondez s'il vous plait, which is French for :Respond please.
It doesn't have anything to do with the dress code but that they want to hear back from you whether you'll be attending.
And, if you are, I think formal wear sounds appropriate.

For a state capitol event, I'd go with formal, but nothing flashy with sequins or too low cut or too short. I like a black suit-pant outfit for formal occasions. It always works no matter what time of day.
