Yeap. You can upgrade from 7, CS, or CS2.

By the way, check to see what the student version costs, both CS3 and the creative suite, before you upgrade. Might be cheaper.

Make sure of your OS if you're on a mac PS 7 runs on OS 9 or X, PS 8,9 (CS 1,2) runs on OS X with regular or intel. PS 10 or (CS 3) is optimized for the intel processor. If you don't have the intel processor you might find a better or sale price on CS 2. Also you can upgrade to the CS suite standard or premium from, I think, any legal version of photoshop that isn't part of a package (like a free version you get with a scanner, we had one that we couldn't upgrade). If it's Windows, don't know.

I think CS3 will be probably better especially if you are using an Intel Mac. I know because I held off buying CS2 because it wun maximise intel's power

Unsure, seeing as CS3 has just been released, and they'd probably want the money for that (ie. more) from you. Worth sending them an email, or you often see software products on ebay which purport to have full licenses which you can transfer to your machine. I would be careful with that route though.
