Technically, that was an assault with a deadly weapon. Unfortunately, it's your word against his. To cover themselves, and document the complaint, they should have at least made a report. This would have been a perfect time for a video camera. In the mean time, try to obtain an order of protection, or restraining order. Just out of curiosity, what part of town, shouldn't you have been in?. I thought this was America.

The police have investigated and have decided there were insufficient grounds to lay a charge, but I am sure a report has gone in. Because they or the magistrate wouldn't take action I believe there is a little more to this story than what we are getting.
The next time you see him following you, go to a public place (convenience store, coffee shop, police station) and go inside. He will be less likely to do something to you there and you will have witnesses. Here in Canada we have a charge called "criminal harassment" that includes someone repeatedly following you from place to place.
Keep your phone handy and call the police if he shows up at your house or if you see him following you and keep a journal of all incidents.

Is this sad that you the victim , are told to not drive in certain areas?
For someone to get away with endangering the lives of not only you but other people on the road is outrageous.
I would try the restrain order and then if nothing is done I would call your local news paper and station and see if I could get some type of story out there. I think sometimes its laziness, paperwork you know!

Has the boy friend tried to talk to this guy and find out what's his problem? Try it by phone and record the conversation.
Some states permit such recordings without the consent of the other party. Question him as why he was trying to run you off the road. If it can't be straightened out the recordings are admissible and would be helpful to the police.

Attempt to obtain a restraining order, then as suggested, get yourself a shotgun or some other type of home protection, possibly obtain a concealed weapons license and start carrying a 9mm.
