I have been asked to translate this from Arabic to English. My English is not that good so would you please help me rephrase it as good as possible.

This means that Egypt had started to observe the importance of fulfilling the pedagogical and educational needs of the visually impaired at an early time of its modern history.
In 1927, the first educational administration started to provide a number of classes for teaching the visually impaired in some of its compulsory education schools. In 1945, a Special Education Administration was founded under the name The Anomalous Students Department. In 1950, the anomalous students department was adjoined to the first educational administration .


"I am not sure whether I got "anomalous" right. I am trying to express this idea that those students are differnet "abnormal" ?than normal ones. That's what it says in the Arabic text. !!!!!

Overall, it looks great!

You might continue with the capitalization of the Anomalous Students Department, as it is a formal name.

And "anomalous" is ok. In the US, it is common to use the word "disabled" instead, so you might try that.

Its good. The only thing I can add is the 20 word rule. Try to keep sentence to 20 words or less to make them easier to read. Apart from that it is fine. In this sense the word impaired is fine as it refers to a specific medical problem. The same could be said for a hearing impairment. You are in no way suggesting the impairment affects the worth of the students, merely the limitations they face.

You could use "special" again (very politically correct), or "impaired" (slightly more negative).
I am sure there would be more options, too.
