Many have been perplexed because sin and its author, Satan, still exist. Some even charge God with the responsibility for it since He permitted sin. God is good, merciful, and all-powerful but He is also love. Each created being was endowed with freedom of choice. God wants people to serve Him because they choose to do so and not because they cannot do otherwise.

1. Why didn't God kill the devil when he first sinned and prevented sin from entering this world? "God is love." 1John 4:8. (Note: The government of God is based on love. If God had destroyed Satan immediately heavenly beings would have served Him through fear. Fee moral agents were given time to judge the nature of Satan's rebellion. Read Hebrews 2:14 and 1John 3:8.) (Note: Christ's life and death exposed Satan's true nature and the results of sin. Thus in the proper time God will be able to destroy Satan and sin with the consent of the universe.)

I don't remember the Bible saying anything about why God created Lucifer, but when Lucifer fell, God gave him a place of his own. Whether or not God knew he would betray Him is another question, but the Bible does put across that everything works good for those who love God.

Everyone tries to put across that God could just stop something from happening, or "if He knew" scenario, but He created something intelligent and gave it free will, why would He take away the free will just cause it did soemthing He didn't like.

The irony is He still loves all His creation . . . yes, even Satan.

God made the shaitaan ( devil) knowing his place in the grand scheme of things. He knew the importance of free will and that the devil would be a test of that free will. Ultimately the devil is doing God's work by testing peoples faith and their dedication to God

to give us the choice to choose Him (God). If He created people and then made them worship Him... they would only be worshipping him like robots or because they had to.
Instead, we have the CHOICE! How cool is that! Yes, the devil stinks, but because evil is in the world, we now have the choice to love God or not. When you have the choice to do something and you choose it, it means so much more - don't you think?

God wanted people to have free choice, so to do that there had to be a choice other than God for people to choose.
There are a lot of disagreements about where the devil came from and whatnot, but we really dont know.
But really, I think it comes down to choice. God made us in His image, He made us with the ability to choose for ourselves, and it makes sense that if we dont choose God in life, then we shouldnt be with Him in the afterlife.

God made Lucifer, which means "bearer of light", but Lucifer became Satan when he became proud. God gives everyone a choice between pride (worship self) and humility (worship the One that is worthy). God created the angels and people to worship himself. But it wouldn't be worship if they didn't have a choice. Though he knew many would rebel, it was worth it to have those who would not rebel. It was a big price to pay, but it was worth it. No matter how bad you think it is, remember that he paid that price once and for all so that after this life, you can live with him for eternity.

Cor: To give you a very brief answer to your question, God has implemented a plan for His human creation, here, on the earth. God uses Satan within this plan to cast deception upon the world, draws those to Himself, He [God] desires, (called the "elect") . Uses the "elect' to cultivate a relationship with Him [God] and to spread the message of the Gospel as a witness to the deceived world then, the "end" of this age comes. God then, will give all the deceived a chance to have a relationship with Him by arresting Satan (read all about it - in the Book of Revelation).

Do you know the story about when Satan had made the claim that the only reason why people worship and love Jehovah is because Jehovah gives his true followers many blessings. Well, if Jehovah just destroyed Satan after that nasty claim then that would make Satan right wouldn't it. Read the book of Job. That will give you alot of insight about your question. :-)
