How drastically have you limited your food intake? How many calories are you consuming? How much do you weigh now? How many m.p.h. are you running? Have you had your thyroid checked? There are so many questions that need to be answered in order for you to understand why you are not losing weight.
If you are not consuming enough calories, your body will go into starvation mode, and it will hold onto everything (so to speak), and you will have a very hard time losing weight. Make sure that you are eating 5-6 small meals per day in order to keep your metabolism revved up.
You might want to invest in a heart rate monitor. Polar is a great brand. That way you can keep track of your heart rate and keep it in the right zone. Take 220 - age and multiply that number by .65 or 65% (fat burning zone), or take 220 - age and multiply that number by .85 or 85% (max heart rate).
50% of Max (beginner)
70% of Max (intermediate)
85% of Max (advanced)
Go to the doctor and have your blood work done to rule out anything physical, and to also get the ok that you are healthy enough to exercise at that rate.
Make sure you are consuming the appropriate nutrients in the right quantities (carbohydrates, fats, proteins, and of course water).

Any Thyroid problems? Sometimes it takes a while to lose the weight regardless of exercise and diet. The question you should ask yourself? Are my clothes fitting better? Muscle weights more than fat. At the very least, jogging is good for you you. Just make sure you don;t over do it, then you will start having orthopedic problems (knee pain, heel pain, etc.). Which is common with individuals who go dive into an exercise program head on. Good Luck and keep it up.

It's not how much you eat, but what you eat. You should eat less calories than you store. The average person burns 2,000 calories a day, but if you are on a diet you might want to eat only 1,200-1,500 calories a day which is like one foot long Subway sandwich or 1 1/2 Big macs. Also don't expect to loose a lot of weight. 2 pounds a week is average. That's still over 100 lbs a year. For every pound of fat, the same size piece of muscle weights 1.5 pounds.

How much you eat and what you eat are equally important. You may have cut calories enough to stop weight gain but not start weight loss. It is also possible that you cut too much and your body thinks its starving and is hanging on to fat reserves.
Try to include weight training, continue jogging and structure a heathly balanced diet. If that doesn't work see your doctor. Write down EVERYTHING you eat and your fitness routine so that your doctor can see you have put in good effort.

find calorie/fitness calculator on the net, enter your stats, take 300-400 calories off that number and that's how much you need to lose weight.
5-8servings of fruit and veggies a day
8 glasses of water a day
5-6 small meals instead of 3 big ones (breakfast is the most important - make sure to get complex carbs like whole wheat bread, oatmeal, fruit etc)
4-6 times a week cardio for 30-50min, light weight training, many reps
no junk food, no sodas, no alcohol, no white flour (cakes, cookies, white bread, pasta etc.), nothing high in sugar (ice cream)

You might be gaining muscle and losing inches yet maintaning the same weight. keep working out it will show sooner or later.

Sometimes it harder for women to lose weight. You might want to try a weight lose pill made for women. Or go to curves or a gym, for an extra workout.
