Hi there. Well, considering the full version of Adobe Photoshop will run you around $800, that's a bit over $40. I might suggest Gimp:

Photoshop Elements 3, on sale, should hopefully be around that price range.
Or older versions of PhotoImpact, or Paint Shop Pro and such.
Or you can always use GIMP, which is open source and free.

You can get a full version for free off a program such as Limewire. If you don't want that then you can go to this website --> http://www.adobe.com/downloads/
