If someone is prepared to pay a ransom to release a kidnap victim, how can the kidnapper pick up the money without a very high risk of getting caught red-handed?

Spend a few months digging a long tunnel into the middle of a field. Put a box over the tunnel entrance and add a false bottom to make sure you can't see the hole when you open it. Get the money dropped into the box (the police are now watching the box). You get the money from underneath. Before you move take the money out of the bag it came in and go through each bundle removing wrappers - you need to get rid of tracking devices. Escape down tunnel. Hopefully your tunnel is long enough to be outside of police surveillance courdon and any trackers are not moving so they should stay watching the box while you escape.

Kidnappers tend to be very desperate or stupid criminals, but i think the best way would be to kidnap the person capable of paying the ransom and force them to pay on the day of the kidnapping so no one would yet be looking for them. Thats all i can think of on a whim.

All kidnappings are cover for emotional espionage,
As with almost every serious crime the victims are the perpetrators.
Its really not my concern how that someone gets away.
