I would definitely try your local shelter. Nonbarking is going to be a hard characteristic to find, but I'm guessing the good with kids part is what really matters. There are some lovely dogs who sadly end up in shelters and if you go and explain what you're looking for to the Shelter workers, they may have the perfect dog or maybe they can keep an eye out for it. If you're just looking for a great family pet and don't care about the pedigree, a mixed breed may be ideal for you.

Small dogs bark a lot. There is only one breed of dog that doesn't bark and that is the Basenji. They can't bark. You can train any dog to bark less, but you can't guarantee it.
Small dogs have to be carefully considered with small children. They are excitable and easily broken. Are your kids very young? Do they tend to get rough with animals. If they do, your best breed is stuffed.
You should research any breed before getting it. Daschounds tend to pee when excited, Chihuahuas get very possessive. Pomeranians have legs that are so delicate they break VERY easily. Cocker Spaniels are the small breed dog MOST likely to bite someone in the family. (Dalmations are the most likely large breed dog.) Different dogs meet different family needs better.
http://www.akc.org/future_dog_owner/find_breed.cfm can help you get more information on what type of dog you want. Personally, I'd go with a mutt. They tend to be less inbred and more stable than the highly pampered purebreds.

The best dog to have around children is a laborador but this doesnt meet your small requirement. My family bred yorkshire terriers when both my sister and brother were young. When this breed is brought up with children and properly socialized it seems to get along well with them. There is only one breed that I know of that is non barking though and the name of it escapes me--it is hairless as well and very expensive--not the type of dog that you would purchase to be a family pet. Again with proper socialization and ground rules the yorkie is less yappy than say a chihuahua but it all depends on individual personality as well....

It all depends on what type of dogs you like, how much time you can spend with it, size of the dog, breed of the dog, etc.
well, if you want a dog that isn't too big neither too small, I would recommend on getting a Cavalier King Charles Spaniel. I have a 1 year old Cavalier puppy at the moment. He is the most loving and the best companion that I have ever had. They are very caring and too great to explain into words!! They get along very good with children and other people and are very gentle with them. They aren't too hard to take care of and I know that you wouldn't regret it if you got one. This is also my first dog and he has made it very easy for me to take care of him.
Here is a good site on finding information on the breeds that you might like.

I really hope that you can find your perfect pet...good luck and I Hope this helped!!!!!!!!!!!!!!!!

I totally agree with Kenny. The absolutely best dog for children is a Golden Retriever. I have a 7 yr old Golden and she is just absolutely wonderful. We got her from a shelter 4 yrs ago and even coming from where she did she has such a calm temperment and disposition about her. My kids have taken her food, taken her bones, stepped on her accidentally, and my neighbor's 1 yr old son accidentally sat on her head and all she ever did was got up and walked away from them. She is very loving and loves to lick them...lol. My oldest son is now 12 and she sleeps with him every night. She loves attention but in the same respect is always willing to give it in return. As far as barking Goldens do not bark much at all as a matter fact it is minimal to none. As far as the person who mentioned their uncle had a Golden who turned on him, wow I have NEVER in all my life heard of such from this breed. They are Loyal family dogs and rated the best for children.

mostly all small dogs are vocal. go to http://www.puppyfinder.com/breedselector.php , and use that tool to see what breeds are right for you. all you have to do is answer a couple of questions and itll list what breeds are a good match for you in percentages. personally, i think anything 80% + is good.
On another note, a child should not have a dog. what i mean by this is that if you are looking to buy a dog/pup for your kid(s) to give them "responsibility", forget about it. you are the one thatll be feeding, bathing, walking, and cleaning up after it. this is a common mistake that people make. yes, your children will help out when you tell them to, but not always. I just want you to make the right decision, and not have a dog that's neglected in your home.

Consider the following
1.) Whippet - (like a small greyhound)
2.) Beagal
3.) Labrador Retreiver
I know the lab is a little larger than the other two but this breed has an excellent rep as a family friendly dog.

Til the no barking I would say the ideal dog for a child is a beagle or pug.

My first thought was Border Collie, but since it has to be small I would say Yorkie, Corgie, beagle or a basset hound
DO NOT get a Pomeranian Chihuahua or any type of fox or jack Russell terrier.
They become very Territorial and Pomeranians are not good with small children.
