If they were raw, sure. Although the bones would be more of a recreational type bone for him rather than I meal type bone.
Raw bones=good and very healthy
Cooked bones=dangerous
Cooked meat=less nutritional value
Raw meat= great nutritional value
As far the OMG bacteria, your dog can handle it. They are designed to do so. As far as the dog spreading bacteria to people, as long as you practice safe meat handling, which you should do regardless, and aren't out eating your dog's feces, you'll be fine too.

i really dont think its a good idea, the meat would be to rich for the puppy, and you should never give a dog bones, the can splinter and rip there intestines,

No it will ruin his stomach.It is still a baby he needs puppy food.A puppy can get gull stones if not feed right.
