I have severe scoliosis (total spinal fusion from C4-pelvis) and I have hips. Some people are just a bit more "curvy" than others when it comes to the hip department. I call my husband "hipless" because his pants keep sliding down LOL It all depends on genetics I guess.

The spine and the hips are connected, but they are separate bony strucures. This is like asking if you'll have a skull because you have scoliosis.
If you mean hips in a broad sense, as a distinctive feature of feminine attraction, the torsion and twisting of the spine displaces (can displace) the pelvis, so you may not have the shape you want. But you'll still have a pelvis!
