Only if they are maintaining three separate households under the same address. For example I rent a room from you in which My son and myself live separate from the remainder of the house.

If the same address covers three different dwellings, then maybe. But if all of the people live together, then no - to file as head of household, in addition to having a qualifying dependent who has to live with you unless it's your parent, the person has to provide more than half of the cost of maintaining the household - for any given household, it's only possible for one person at most to provide over half of the cost.
