It depends on if the dealer has any additional perks that you get through buying at the dealership.
For example, when you buy a BMW used car from a non BMW dealer, you can only get the balance of the ORIGINAL warranty.
When you buy a certified pre-owned (CPO) BMW from a BMW dealer you get an additional 50,000 mile warranty on top of the original warranty. This may be the case with other automotive dealers so check out what a dealership can add.
The bottom line is that when you have this info, you can compare apples to apples. Not just price.
In the BMW example, if the dealer price is $1,000 more than a used car lot, you just have to decide if having an additional 50,000 mile full warranty is worth the $1,000 to you.
If the used car purchase is short term, maybe not. If you plan to keep the car a few years, then you have to take the repair costs into the equation.

Buy a cheap car at a Auto auction. If you can find one that's open to the public good. If it's a dealer auction then see if you can find a salesman who has his dealer's license and will go with you to a dealers auction and buy the car for you and charge you a fee, say like 50 or 100.

It would be cheaper to buy out of the paper or craigslist you dont have to pay dealers handling fees that you would have to pay at a dealer ship or used car lot...
