You are not going to be able to do this in MS Paint well. You need a program that can work with multiple layers and has more advanced selection tools. You can download GIMP for free.

It's a little more difficult to use compared to Photoshop (although Photoshop has a steep learning curve also), but you can do it.

Basically you would use the selection tool (the magnetic, lasso, or magic wand) to select only the people in the photograph and then copy and paste them back on to the photo. When you do this, you are pasting the people as a second layer. Then you can work on the original background layer without affecting the layer on top with the people cutouts. Think of it like putting a transparency sheet with only the people cut outs on top of your original photo. After you are done editing, you then merge the layers back together before saving.

It's a bit difficult to explain in only text, and there a lot of tutorials out there. Search the net for "working with layers". Here is one such tutorial, based in Photoshop, but similar to other programs.

i use gimp so that's all i know about~you can download it for free.

if you don't want to download it just use a program that you can have layers on. seperate the different items into individual layers so you can move them around.
