I installed a pair of cyclocross levers on an old ten speed (much more reliable braking than the original "safety levers" that were popular in the '70's and '80s). I absolutely loved them- this was on the bike that I used for commuting, so I was riding the top of the bars a lot. I bought the levers off of nashbar.com for 20 dollars or something. They worked well and were easy to install.

HIgh end road bikes do not have levers on the tops. Older "10-speed" bikes had what they used to call safety levers along the tops of the bars. However they grew out of favor with the decline of the low priced road bike.

If you really want to add a lever to the top, you can buy a lever that is currently made for cyclocross bikes. Since riders doing cross often like to ride on the tops of the bars, these levers have become popular over the past few years. A company called Tektro makes a set that costs about $50.

Like the other guys said, they're called "interruptor" levers. They work great, I've used them. If you are competent at measuring, cutting, installing and adjusting brakes and cables, it's an easy job. If not, pay the bike shop to do it right.

You might look for used pairs, a lot of guys are taking them off (I did) because in actual racing, they rarely get used. But for casual riding, they do come in handy.
