Don't know what you need...Assume you're using it *while* connected, of course, for periodic polling of the server to keep your weather alerts up-to-date.
Firefox has an add-on called ForecastFox, goes in the bar at bottom right, using icons and a popup radar weather map (it pops up when you pass your mouse over it, and you can set the size). The information for this add-on comes from periodic polls to Accuweather, and you can link to the Accuweather page from this add-on.
The Google Desktop application has SEVERAL weather "gadgets" available to tuck onto it. One is Accuweather. Alternatively, you could place any of these on your "personalized Google Home Page". I keep one tucked there too.
The National Weather Service doesn't have a "weather application" per se, but you may well set up a favorites or bookmark for your locale, once you tailor their link for yourself... the base address is www.srh.noaa.gov (and, after all, that's where all these other folks are getting alot of their info...the U.S. gov can *afford* satellites!)
www.weatherforyou.com has applications of various sorts...Their *main* purpose is to place gadgets on web pages. They're a religion-based organization, *but* they're acting out of kindness and do *not* push their images or philosophy on their users - they're just acting in good spirit.

I have used Weatherbug on my machine for YEARS and I love it! They have a free version (it has ads) and a paid version ($19.95 for a year). I have the paid one because I don't like the ads, and because it has some extra features I enjoy. However, the free version is also good. Either way, I highly recommend it.
