For some reason all little siblings flirt with their older siblings boyfriends or girlfriends. Just let him know that youre with his sibling and that he should stop. Let him down easily. IF that doesn't work, tell his brother.

Explain to him that he is your boyfriends brother and this is not appropriate. If he does not stop then you need to talk to your boyfriend about talking to him. Try not to do anything that would give him the idea that you have feelings for him.

As long as he is not touching you, just ignore him.
If he is crossing the line, tell him " I am your brother's girl friend and not yours. If you want, I will help you find another girlfriend for you", etc.
