Yes. There are LDS people in Germany. We prefer to be called LDS rather then Mormon, but there are. Here is a site that you can look at all the LDS buildings and meeting houses in Germany, listed by city.

There are about 20,000 members in Germany, 2,100 in Bavaria.

We don't build temples unless there is a sizable population of Mormons willing t use it.

That said, we built a temple East Germany, before the wall came down. THAT'S how many Mormons are in Germany.
