Everything Has a Soul, in the "Hindu" faith, which-ever version you follow, Vaisnava, or Saivite, So wether you believe that the fragment will journey back to reunion with the Supreme "Atman", or Journey to a Heavenly Place, the Fish will raise or lower according to the "Karma" of the Fish. Going Down is not necessarily bad, since some lessons need to be learned again if needed, but Journey on your fish will certainly do.

if you are an animist then all things have a part of the Godhead ,, folkes like the Hindu that believe in the Gods of India and the Kush believe all things proceed from the Godhead and return in time ,, accordingly the fish could be someone that did huge evil in the last life and attoned by this way as a fish that brought JOY however i believe god has a plan for all beings of ever stripe and every type so have hope in YOUR -GOD

He'll take rebirth according to his karma. I know in Buddhism there are things you can do to help him out through the "bardo"... maybe Hinduism has the same kind of things? I never studied the animal aspects of any prayers or rituals... mostly the human side of things.

Depending on whether or not your fish has led a good life, he will be reincarnated and rejoin this world as another being, so granting him another chance to accumulate good karma.
However, it is possible that he has reached spiritual enlightenment and will be forever blessed with peace and love when he finally goes "home."
But... you probably shouldn't trouble yourself over it too much.
