Talk to the vet...one simple solution for bad breath is eating yogurt. Buy plain vanilla yogurt and give your puppy 2 tablespoons of that each morning when you give him/her food.
I have 2 golden retrievers and one had cancer and from the cancer medication she had horrible breath. The vet suggested yogurt and her breath was a lot better. It still stunk, but not nearly as bad.

It could be teething. The baby teeth are probably coming out, right? (You'll know when you step on one of those little sharp teeth in your stocking feet-OUCH!) That can do it, too. If you can hold the pup carefully (not too hard or you'll squeeze it's organs) and open it's mouth and look. See if you notice anything really swollen, like an abscess. Or if the pup rubs it's face on the floor--then somethings up and take him to the vet. My boston terrier pup had an infection and he just rubbed his little face on the carpet, on the bed, your lap and he suddenly stopped drinking and eating. To the vet he went. He's fine now. (After $300 he should be).
If nothing like that's happening, he's fine. They actually make breath strips for dogs. Mine loves them. Make his breath minty fresh. LOL

Go to your local pet store. They have things like toothpaste for dogs and toothbrushes. They also have dog biscuits that are made for dogs with bad breath. Be careful to check the brand names against the ones that have been making dogs sick though. You can also make your own dog biscuits. Do a web search for homemade dog biscuits. I believe that there is one that has fresh parsley in them...this is great for bad breath.
