Are German cars (BMW, Mercedes & Porsche) who have 70K miles on them, still be considered good cars ?

Those cars with that amount of miles are almost new compared to American made cars with similar mileage. The mileage does have more of an influence as long as the years are close.

Unfortunately the answer is both. And the two are related. For example, I would rather buy a three year old car with 45k than a one year old car with 45k. Was the car driven heavily? What kind of miles.

German cars do have long lives, but you have to look at the maintenance that has been done on them. BMW's for example are expensive to maintain. Will the car need brakes, tranny maintenance, timing belt within the coming years?

once I even have had my vehicle serviced, the keep positioned a splash decal in the windshield that notes the mileage. yet their notation is a pair of thousand extra miles than my odometer. How do they verify mileage and why is it distinctive from what my odometer says?

Generally speaking, mileage affects it more than year. Think of it this way: what is the usable life of the vehicle? The more the usable life, the greater the value.
