The only time my kitty 'blows down her nose' is when she is trying to wake me in the morning. I pretend to be asleep, and she comes up to my face - really close - then seems to breathe a puff of air on me!! I usually burst out laughing - thus giving the game away, that I'm not sleeping. Like Mas' cat mine also hangs over the settee, (sometimes the head, and sometimes the back legs) and many the time she has fallen off whilst sleeping, and woken with a start, looking around to see if someone had pushed her! She certainly growls when I am grooming her and attempt to brush the rear quarters...

My cat Tika does that when she's play fighting with me. I'll rub her belly and she'll start attacking my hand with her front paws. If I stopped before she's done playing, she'll huff throught her nose and then attack me the next time I come close to her. I think it might be a hunting thing...who knows. Each cat is Unique, enjoy it.
As long as he's not sneezing or coughing I wouldn't suspect anything being wrong like an upper respiratory infection. He's probably excited, or upset like my cat.

It is a cat behavior to dominate.
I copied this part.
The females eat next, and then, the cubs. In some locales, the males prefer the flesh and will start eating the hindquarters of a fresh kill while the females fight over the entrails. They blow air to warn off predators releasing
I have one cat that will do this only with toys. I have one that has done this when he was sitting on my lap and the other was jealous wanting on to.

Your 9 month old cat is playing or communicating. He might be finding how to say different sounds. It will pass in a few months. There is nothing to worry about, the young cat just needs company to play with. Try locking your younger cat in a room for a few days, that should work, he will miss the other cat and then they will play together and get along.

We have 4 cats and one of them does exactly the same when she's cross, or has caught a rodent.
She even produces a kind of 'fluttering' huff if you try to take a mouse from her.

Could be that she wants to play and that's a noise that she associates with playing. Or it could be purring and she just wants to let you know that she loves you. Or it could be that she just wants to be left alone and not touched for a while, this usually happens if the kitten is asleep when you touch her. I wouldn't worry too much about this whatever way you look at it she isn't ill she is only trying to communicate.

Mine does this all the time and he is fine. Mine also moans and talks (okay not like humans). I think he will be fine. I would just keep an eye on him. If he starts getting aggressive towards anyone or the other animals, on a consistent basis, then take him to the vet

Cats do a lot of things we don't know about. I've had them for years and never have seen a "huffer", but I have heard on chatter clicking his jaw when he got over excited chasing a bug. Just chalk it up to his unique behavior. Godloveya.
