I'm not sure why you mention the shoplifting issue as it normally has nothing to do with a motor vehicle record.

If you have a California DMV Record, there is obviously something upon that record of which the State of Arizona recognizes as a reason to deny you a drivers license.

This "reciprosity" is shared by most states as there are often people who become suspended/revoked who attempt to get a legitimate license by going out of state.

In order to obtain a license in the State of Arizona, you will need to take care of the issue in California so that you will be cleared prior to getting the new license.

DMV doesnt care about your shoplifting so what do they have on you that stops you from getting a license in AZ? I dont think all the facts are posted.

Sounds like you need to go and fix your CA record.

Maybe then they'll let you get a license in AZ.
