It's hard to say because it completely depends on your family and upbringing.
In my family, no it would not be normal. We were brought up in a very modest household so that is how we raise our son. I have friends who have no problem bathing with their preschoolers.
They are still little now so it isn't a huge issue but still not something I would do or want for my daughter. They must be pretty close though. SD

First of all, for someone to say that this is automatically child abuse without know the specifics of the situation is completely wrong.
Maybe it's child abuse and maybe it isn't, it honestly depends on the circumstances.
Some children will not get in to the bathtub by themselves, as I have a niece who, at the age of four, would stay with us and would cry and refuse to take a shower unless her eight year old step brother got in the tub with her.
It is normal for children to be reluctant or afraid to do things.
I would ask the 18 year old girl to try and let them take a bath by themselves while checking on the every ten to fifteen minutes to be sure they are not drowning.
Not everything is black and white.

No.Kids that little should even in the shower, they should be taking baths, but it doesnt necessarily mean anythings wrong with the 18 year old.

There may not be anything wrong with that if she is trying to bathe them at the same time. It may look to be a little odd though.

sure....people need to relax a little....they all have the same thing. It's not normal to be ashamed of your body or to always think the worst of every situation. Once they are older and aware of their bodies, they may want privacy and that's ok. but when they are only 3 or 4, I see it as quite innocent...and conserving water. Basically, if the kids seem uncomfortable, then don't. But if they aren't weirded out, you shouldn't be either. Little kids are brutally honest imo.

well it is kind of odd but I don't think it's the grossest thing in the world....now if the 18 year old was a boy I would be very concerned!!

probably not the best idea. these ages or very courious ages. if she wants to help them bathe then she should have a swim suit on at least.
