Nearly everything that is needed to rebuild the Third Temple is ready -- however, a Muslim mosque stands on Mt. Moriah where the Temple must stand. So rebuilding is not an option at this time.
Many folks, such as myself, believe the mosque will be leveled by God during the Ezekiel 38/39 invasion of Israel by Russia, Iran and other Middle Eastern nations. Of course, other possibilities exist. But somehow, that mosque has got to go first. I've read recently that a scholar believes the Temple actually stood to the side of where the mosque is; but there is little to support his opinion, aside from the placement of an underground cystern.
What you may have heard is that there's a synagogue being built overlooking the holy site. This cannot be considered the Third Temple because it won't fulfill the requirements, the most important of which is location on Mt. Moriah.
The writings of Daniel and the Apostle John are clear that the Temple will be rebuilt and play a huge role in events during the 7-year Tribulation. (The only way a person can say it won't be rebuilt is if these many passages are spiritualized, which is clearly not God's intent.) From the wording of Daniel 9:27, I'd say the rebuilding will start very soon after the signing of the 7-year covenant between Israel and its middle eastern neighbors who hate it. The signing of this treaty signals the beginning of the Tribulation.

In the rebuilding of things, one must think heavenly.
"Christ entered, not into a holy place made with hands, which is a copy of the reality, but into heaven itself." Hebrews 9:24
The whole temple thing of centuries ago was to give us a general idea of how things work in heaven.
Don't look for any physical rebuilding on earth.

Haven't the fainist idea when the temple will be rebuilt, maybe when the squatters leave the mount it will be possible
