Cockers have been extremely popular for a long time and can be inbred idiots so be careful who you buy one from.
In fact, if you want a particular breed of dog, I'd only buy from a reputable breeder, not a pet shop in a mall. Sure you'll pay a lot more but the upfront cost of a good pet is small considering all the other money you spend on them (and even more if it is a ill-bred trouble causing dog).
Anyway, there are lots of toy and minature breeds around. Miniature Schnauzers make great pets and are really smart. One saved my aunt's life when her house was on fire. My Bro-in-law has a miniature, long-haired dachshund which is very sweet and adorable. Great with little kids.

Welsh Corgis are adorable plus they are a "big dog" in a small dog's body. They are great dogs plus intelligent.
King Charles Cavaliers are very loving and one of the cutest small breeds.
There are also the rare breeds like the Sussex Spaniel and the Cumber Spaniel (these look like mini St Bernards).
Westies are cute as are the Springer Spaniels.

I've always raised wolves and large dogs. Two years ago I found a stray that happens to be maltese, looks full blooded. I was amazed at this little dog and what I had been missing all my life. She is very very intelligent. Let me say the benefits of a small dog. first and foremost, she goes everywhere with me. She is more devoted than a large dog, wont let me out of her sight. Giving baths is so easy. Food bill is nothing. Doesnt take up the entire bed.Dont have to worry about her attacking someone. Is so simple to groom. Loves to ride, (she rides my motorcyle with me) Her kisses dont leave me soaking wet. I can sneak her in with me many places I cant go with a large dog, she fits in my purse. She doesnt shed ! Shes too little to jump on people, cant sniff butts, lol. Best tracking dog i've ever had, she can find me anywhere I hide quickly. Is small enough to lay on my lap and love. Is easy to housetrain and no large piles of poop. Doesnt dig up the yard and cant hurt cats even if she chases them. Need I say more? good luck and hope you find your love.

Pugs, West Highland White Terriers(big name little dog), Yorkies, Toy poodle, Schnauzer, whippet, italian greyhound, and the list goes on. Yu can visit www.akc.org and do a breed search list for toy and small dogs. Will give you every breed.
My favorite of course is the pug, although I also love schnauzers. I also own a beagle (more of a medium dog) only weighs 9 lbs though and she is a great little dog. She is rather petite for her breed that is why I didn't put beagles on the list. Although if you want a medium dog got beagles.

Pugs are among the cutest. One cellular phone company, Hutch, uses the photograph of a very cute pug, for the company's advertisement. Anyways, this is a matter of individual choice.

I have a shihtzu female (Missy). She is adorable, playful, quiet, very sociable and affectionate. She's about 9 lbs.
I also have a silky terrier (Bubba). He is sweet, playful, very sociable, and affectionate. He's about 18 lbs. He whines alot, but that's my fault - I spoiled him.
They both love EVERYBODY, get along with other dogs and are great with children.
I would highly recommend a shihtzu.

not only are they so ugly they are cute but they are very very VERY friendly. I have had a pug since my youngest daughter was 2. Pugs cannot bite, they don't have a way to bite unless you put your hand inside their mouth.
Smart, pugs are easy to train they are one of the top dogs for being smart. My pug is so smart that as soon as I turn off the TV or a light she goes to her bed. she knows its bed time. When I pick up my keys she knows Im leaving and goes to her room.
She may snort and snore, but fun and loving and gentle. My kids pulled on her ears, carried her around and she doesn't do anything she just lets them. Never growls or snaps. We even trained her NOT to bark.

warning: cocker spaniels are not known for their intelligence. neither are king charles spaniels.
try a treeier like a maltese terrier or a beagle.
