It is used to take a video/audio signal and modulate to a specific NTSC, PAL or SECAM TV channel. Take ether type of input NTSC and remodulate to a Channel. This is most often used for Security camera distribution, larger satellite installs( i.e. Mansions) As far as what else it can do. I need more specifics to tell you, like the model number and date of manufacture

A modulated TV signal will travel a lot farther than a base-band audio/video signal. So if you need to see a TV picture from say a security camera several thousand feet from the camera you need to modulated the signal.

UHF means that it uses TV channels 14 - 63 to transmit the signal.

Another advantage the signal can be seen on a regular TV and a special one with a video input. All TVs sold in the U.S. since 1964 must be able to receive a UHF signal.
