is that how fast the camera is, is that fast?

It means that the fastest possible shutter speed is 1/4000th of a second. This is better than most people will ever need.
But this number doesn't say anything about how responsive the camera is. I only mention this because a lot of people confuse shutter SPEED and shutter LAG.
I can't find the exact numbers for the H7, but I expect it's like the previous model (which was about average in this department). Here are the numbers for the H5:
"From power-on until the first shot was captured measured just under 2.5 seconds. Shutter lag, the elapsed time between depressing the shutter and capturing an image, measured an impressive 1/10 second when pre-focused and 4/10 second including autofocus time; about 1/10 second of that is attributable to the delay in the live image presented on either of the H5's viewfinders."

Most cameras have that capablitly. Yes it is extremely fast. I find it useless. I have never found a situation where I had to use 1/4000. Its a fast way to stop motion but at the same time your imagines will be extremely underexposed (or dark.)
