Probably both states if both are state tax states. My sons both live in Mississippi and work on oil rigs in other states, non in MS. and still have to pay MS. state income taxes.

Unless there is a reciprocal agreement in place then you most likely will have to file a Maryland return and take a credit for taxes paid to state of Virginia; and file a non-resident return for the state of Virginia.
