Sometimes the only sensible thing to do is to go to a dermatologist, and the reason I say that is because there are some very common skin problems that are best treated with prescription medicine.
One is psoriasis, which is the over production of skin cells, and is not contagious but can itch a great deal.
Another is rosacea, which usually doesn't hit people until their early to mid twentys, is not contagious and doesn't itch, but can cause permanant reddening of the face and can cause permanant scarring and disfigurement of the nose.
Both of those skin conditions are very common, are not life threatening, and currently the best medicine for them is available by prescription only.
Simple acne is not something you should worry about, becuase many over the counter solutions ( any that contain sacylic acid or benzoil peroxide) will eventually clear it up.
If you don't have insurance and you are over 18, try and find a health clinic in your area by looking online. Most university hospitals have good clinics that base their fee on your income.

Cetaphil is what your dermatologist is most likely to recommend ( the blue label for oily skin). it is the best. Also, you may want to try to use a benzoyl peroxide cream, available OTC or prescription. If you don't want or can't go to the dermatologist try this: mix 1 part tea tree oil extract concentrated to 10 parts witch hazel. Store this in a glass bottle and shake before use. Apply it after washing with cetaphil with a cotton ball. You can find a little container like a pill container and put pre moistened cotton balls in it to put in your bookbag, or car for touch ups. Tea tree oil is great because it dries up the oil and is an antiseptic so it helps heal the inflamation - you follicles are likely to be inflamed and over procuding sebum (oil) If the tea tree is too drying use the cetaphil application without water directions at least once a day. (there may be two with blue labels - look for the one that has 'with and without water directions'. Also, neutrogena products are highly recommended by my dermatologist if you need oil-free and SPF moisturizers.
For the rash try hydrocortisone - apply lightly and only to affected areas because most have lightening capability - or try aloe fresh from the plant. The sell them every where for cheap and it works pretty well. I use it for when my daughter has heat rashes.

Try to do a basic face scrub using cleansing milk and bath salt. No need to wash your face with a washing foam after that. Only use the washing foam in the night time if you are doing a face scrub in the morning. If its in the evening time, then you use the washing foam in the day time.
Do note that the bath salt must be of very fine texture. Afterwhich you apply the moisturizer after your face scrub.

They might have creams for under the eyes or something, but for oily skin, rice paper works good. The face kind of rice paper you can buy at Sally's Beauty Salon if you have one around. Maybe any oinments or creams might work. Try everything.

It's hard to say what your rash/pimples are since we can't see you. But, I know that a good skin care system will take care of most of your problems...using morning and nightly.
Skinlogics from BeautiControl would be a good start. And if it turns out that you have acne...All Clear would be more suitable for you.
There are also papers, additional products, and makeup to take care of extra oilyness.

You are not eating the right foods. You need to clean the inside of your body in order for your skin to clear. Start eating a diet w/ lots of fruits and vegetables. Eliminate processed foods. Check out my website for more information.

it's because of the sun and not hydrating yourself enough with water. i play sports and lately i've been a lot in the sun. that started happening. i solved the problem by appling sunblock designed for the face and drinking more water. also try eating melon in the nights. good luck.
