how do i stop early moring horn blowers in apartment complex,iam trying to sleep?

Well, it depends on where you live, where I live, we have a neighborhood code compliance office, where you can call in a complaint, and they contact the owners of the apt. complex, and tell them that the tenants are violating the noise limits, and they threaten them with six months in jail and a two thousand dollar fine...now I don't know, but you need to start by calling them, and seeing what the rules are there....talk to your manager first, and if that doesn't work, go the other route..it works

put a bullet on the bonnet(hood if your a yank) of thier car with a shaving foam target around it. . . .
shove firecrakers under thier door when u know they are sleeping?
superglue thier front door shut?
