Which laws are you refering to? The laws of physics? The laws of Chance? The Laws of Love? The Laws of Mathamatics, Science, the Universe and Everything? The rule of Laws? Or the Rules, Laws, and Customs of the thousand of various religions throughout the world?
Is he above these? Yes. These are petty attempts to understand the infinite, and He already Knows.

There must be laws in every plane of existence, and even those who make the laws, and those who seem to be above the law, must and should obey all laws, otherwise, there would be confusion, mistrust in God, etc. The reason God is good, and merciful as well as just, is because He follows His own laws. Why would He expect us to follow them if He doesn't?

God is a multi-dimensional being and transcendent in nature. He can function in and outside of the contingent creation but He will always act according to his own integrity.

God is God. He is the almighty. He is the one and only. What do you mean do the rules apply to him? He doesn't live here on Earth. All he asks of us is to live for him. His son died for us, for our sins. All we have to do is ask for forgiveness and accept that. What rules? He is the perfect one, none of us are. He is only one that can help us and the only one I can rely on when the human race is one I cannot rely on.

He created us, He created everything. He is there for us to ask him to help, to talk to.......

Well God killed, commited adultery. There are two of his own laws that he broke. He is very much a do as I say, no as I do kind of God.
