if you wanna speak good and proper english, read any text book or story book or any english prose loudly and clearly. this helps you to know where you should take a pause and a stop, i mean everything thats being printed has no errors regarding the comma, fullstop, etc etc. so you will be reading a correct para and you also can apply the same when you are speaking with others. you have to try to speak with someone daily and that may increase your fluency in the language.
to increase your vocabulary, all the english news channels will be of good help, especially the renowned ones and discovery and nat geo too.

1.Learn daily maximum 10 words english dictonary with meaning.
2.Read daily english newspaper.

This is called - NEWSPAPER POEM. Allow students in groups to use a newspaper to cut out the bold printed words. The groups should cut out NOUNS, ADJECTIVES, VERBS, ADVERBS., PREPOSITIONS, and CONJUNCTIONS. Allow the students to use a piece of construction paper to create a poem using the words they cut out. Tape or Paste the poem to the construction paper and allow the students to read their poem. This helps them to learn the parts of speech, imagery, creative process in poetry. And have fun.

to improve english u also need to improve your vocabulary..
that's best done when u learn 10 words a day and find out it's meaning and then form a sentence for each of them.. it really helps
