How could I produce an effective paper with someone who only works well under pressure when I don't?

I assume you mean the two of you are working on a paper together. I have been in this situation before and the best way to go about it is to come up with an agreed upon topic, assign duties and agree to meet at certain times to update one another on the progress. That way there is no actually "working together". That person will be piecing to gether what is required of them just before each meeting and will be doing a great job because they are under pressure to have certain things done by that time. You can work at your own pace under your own time constraints and in the end, one of you (I suggest you) can take all the research and info and type it up into the paper.

Put them under pressure, stand over them with a baseball bat in your hand until they finish the paper.

tough - they want to wait to the last minute and you want to pace it out. Do they do a good job of writing? Can you do the research and outline and they do the writing?
