President Lincoln was telling people that HE did not wage the war himself, that it is in all of our hands and for the general betterment of people whether we who are so far removed from it have enough evidence to see or not. He is also saying that the government is not causing problems in our lives that we are not opening doors for - in the same context as: folks can not walk on you like a door mat if you don't lay down in front of them.
Complaining in general does not serve any purpose other than creating noise pollution and headaches.

He was an awesome God-fearing man. Did you know his approval ratings and handling of the Civil War were extremely low - just a critics in the 80's called Reagan "stupid".
He seemed to understand clearly that his top priority was to defend and preserve the Constitution - while others, with less integrity, played politics.

Lincoln is putting his fate in the hands of his troops, saying that though they have no Heavenly bound need to fight, he on the other hand must protect the union. There can be no war without them instigating it in the first place (can't have war if no one shoots back at the enemy.)

He's asking the people if they want to go to war, and that the government won't stop them. They have to go fight. They did not lay hands on the bible and swear to protect the country, he did, when he was sworn into office,

Although I do not know almost anything on American civil war
issue, it sounds to me like call for peace in the presence of
imminent and almost inevitable war threat...It is to me the very
last hope, the reason will prevail...

I think Mr. Linclon was a deep thinker .Sounds like if the people want war they can have war but they will not be able to upheave the gov.@ God will not support them .
