Step 1
Install Windows 98,
Ensure to partition the Hard drive as you install.
Step 2
Install Windows XP,
Install this on the second partition, when you are installing It will ask you wethr you would like to convert to NTFS, select yes if you want to view files on both OS's from both OS's.
If when Starting it doesn't show you a OS selection screen, run "msconfig" from XP (if this does occur, it will be XP it boots to not 98,)
Copy the Line with Windows XP in it, paste it below it and change the "windows XP" to "windows 98" it will also have something along the lines of partition(1) on the same line, Change this to (0).
Restart.

Yes you can, you can partition the Hard drive to have a c: and d: drive and install the two O.S.'s on the separate drives. It should ask you which you want to boot up with.

yes you can have dual boot ..
for that first install windows xp in d: drive and then windows 98 in c: drive ..and after installing both os it wil ask you on start up of your computer ..

yea it is possible. its mean dual boot. when your machine startups you can select the operating system that you want to load.
