It means people hear what they want to hear, they tune out what they don't. They can hear it, but do not listen.

Having "selective" hearing means to only hear what you want to hear. For example, a person might tune out other people's conversations going on around them, but "hear" it right away if someone mentions their name. (They can hear normally, but choose to ignore everything except what they are interested in.)
