Follow the Anti-Whaling groups, and send a ship with a battering ram to sink whaling ships (I'm not kidding, one group is actually doing that)

We Americans could make a deal. When Japanese stop killing whales we will drive smaller cars.

This is not an easy question. People in different culture may have different idea. Limited the amount of whales in each year is more reasonable though I don't like people to kill whale.
Japan is not the only place that killing whales.
