Strongest:
Dogfish Head World Wide Stout (Delaware)
-Literally the world's strongest dark beer. 18% a.b.v., dark, rich, complex. Brewed with tons of barley and very roasty.
Best Tasting:
Three Floyds Dark Lord Russian Imperial Stout (Indiana)
-Rated as 2nd best beer in the entire world on beeradvocate.com, 13% a.b.v.
Also:
Founder's Kentucky Bourbon-Aged Breakfast Stout (10%)
Stone Imperial Russian Stout (10.8%)
Storm King Stout (9.1%)
Bell's Expedition Stout (11.5%)
Rogue Chocolate Stout (6%)
If you ever find any of these beers, do not pass them up. I spent $8 on a 12 oz. of the Kentucky Breakfast Stout just tonight. Expect to spend upwards of $15 for a single 12 oz. bottle of DFH World Wide.

There is a dark beer in from Texas which is almost a stout, it is called Shiner from Shiner in Texas. But imported there is Guinness, and Belhaven Stout from Scotland, Bellhaven is a bit sweeter than Guinness.
