Milligrams are a measure of mass or weight. Cubic centimeters (cc) and milliliters (mL) are considered equivalent. One would need to know the density of the product, to give you a correct answer. What does the label on the product say? Does it give the strength of the product? E-mail me if you like.

The answer 1mg=1ml may not be correct and most likely isn't.

There is some confusion as to what your question actually is. One respondent believes that you are trying to measure 30 units of insulin. I doubt this as a diabetic does not use a 3 cc syringe. Another respondent's arithmetic is incorrect. I interpret your question to be a literal statement. You wish to measure 0.3 ccs which is simply not possible with a 3 cc syringe. In order to measure 0.3 ccs you need a 1 cc syringe which is marked every 0.1 cc. Even with a 1 cc syringe however precisely measuring 0.3 ccs may be challenging. I wish you the very best of health and in all things may God bless.

1 cc of water = 1000 mg of water .... but only for water. Anything more dense and there will be more than 1000mg per cc.

Depends on what paste you have and its density.

Specific gravity(Density)=Mass/Volme--water's density is (approx) 1.00.Therefore 1 milli liltre(cubic centimetre) of water= 1 milli gram.In your case you should know the sp.gravity of the substance you are talking about.you say it is a paste. you should know the solid concentration in the solvent.
