You're best bet for getting one in the US is at Pima County Military Aircraft Storage. Anything you could procure there would take a lot of work. From what I can see on Google Earth, they have F-4 and F-5 sitting there but I see not F-16s.

If you are serious and want a flyable, civilian aircraft, you can definitely purchase one in Eastern Europe for $8-20M. Getting it FAA registered and maintaining it would be quite expensive as well. You would need to talk to an arms dealer here in the US to represent you overseas. Do no negotions in person and always use a well know dealer as your go between or you will end up being kidnapped.

And finally, goofing around here and asking questions about weapons of war will raise the a flag at the NSA. You had better be serious and have the funds, desire and smarts to get what you want. Did you want that with the rockets and heat seeking missles? They are options.

Unless you are a foreign country that happens ot be an ally, I don't think they are selling these to the general public.
