Most of them seem to have low cuts, if they aren't bald already (I'm so not trying to be funny).

I do not believe there is any Church Law about hair length.
But all priests have made vows of obedience and must follow any of their bishop's rules.

Yes, they can. I personally know many priests who have long hair. In fact, they can have their hair any way they want as long as it is in good taste.

Priests can do whatever they want to do with them. However, they should look holy and be holy. It is wrong for any Christian to smoke and drink because you he/she is killing him/herself.
I know that you are not talking about drinking and smoking but I just had to inform you.
