The harmonic balancer is a device that is basically a weight that can move slightly as the motor pulsates. It does this to dampen these vibrations that could damage the motor if not held in check. If you look down at the motor from the right front fender and locate the very bottom pulley that the serpentine belt rides on, that is the pulley that attaches to the harmonic balancer. If you would like to address your concern with missing and sputtering, check all spark plugs and wires for corrosion and/or carbon tracking or heat related breeches in the plug wires insulation. You will have to remove all wires at both ends and inspect and remove all spark plugs to inspect. Replace as nec. If you find a bunch of corrosion in the wires, coil towers, or plug ends, replace both affected parts and recheck. Good luck.

The harmonic balancer smothes out the minor imbalance of the crank shaft. You have some other problem. Could be something in the vacuum hoses or the valve which controls crankcake gasses to the intake manifold.
